Agreed. It's not going to happen.

If anything, it's going to go down in value as body parts become more and more rare. Ask itsnotmeitsyou.

Took me a month to find a hood after I hit a deer, and that was almost 2 years ago.

It's just body panels, as I'm sure you know everything else is wrx. If worse comes to worst you can always replace the front clip with a WRX clip etc. I wouldn't let it dissuade you, because you're getting a subjectively better looking WRX for a big discount. I would make an offer of around $11,000 and if you don't get it move on to the next one. They pop up pretty regularly.

Yeah I dont think the car is perfect records wise and I guess I need to have the entire inspection done before I can comment on its overall condition. My problem is that I want the car, I have missed out on a few of them already and I dont want to lose another and I have no negotiating power.

I know that feeling, I remember going crazy looking for a clean '06 Aero. I even had a guy sell his car while I had a deposit placed on it, but I ended up with a better car then that one in the end. If you want to have negotiating power be patient unless you are in desperate need of a car right away.

I payed $10,000 for an '06 with 93,000 miles a little over a year ago (which tend to go at a premium over '05s), but then had to pour a boatload of money into an engine rebuild about 6 months after purchasing. I would say if you feel comfortable spending $12,600 after a PPI by a good Subaru mechanic then go for it, but there is no harm in at least trying to negotiate especially if anything negative comes up during the PPI.

Are you in the Seattle area?  The Saab dealer in Bellevue was purchased by Park Place, and they have a good amount of Saab-specific parts if you need them (at least that was my impression).  Was trying to find OEM 17" and they had a couple sets.

Which was how much? CompulsiveDriver is selling an '05 with 16s and 98,000 miles on it. An '06 with 52k on it is a very different story.
