Did I buy the wrong oil filter?

It is smaller than the OFH and is leaking at the base when the engine is running.

There was a recall several years ago about defective filters.  You would have to had purchased a fairly old filter for it to be part of the recall.  When and where did you get it?

I bought a six pack with plug washers for 33 on eBay.
Does that look right? I think the filter should be a larger diameter. I'm thinking the seal is very close to the inside of the OFH base.

Just checked and I do not have a or any of the filters affected.
If this is the correct filter. It looks as if we are missing out. Couldnt we use a larger filter?

After Googling the part number, it looks like it should fit, so not sure why there is an issue.

It does fit. It just doesn't cover the area of the oil filter housing.
See how there is more area that could be covered by a larger diameter filter?
The car is all stock btw.

Bigger isn't always better, this is the go to filter and has been for quite awhile (they were black many years ago). Bonus is even the ej25x uses this filter.

Did you confirm the mating surface was clean and lubricate the gasket before you put the new filter on?

I didn't clean the OFH, and I never have, but I do always lube the filter with some fresh oil

That area you are referring to is flat for the o-ring of the filter to seal to. The housing of the oil filter doesn't need to cover the entire thing.  I would think you would not have enough clearance if it did.

Possibility is that the oring from the previous filter stuck to the housing. Do another oil change and double check.

It isn't leaking anymore. I tightened it with a wrench. I've never had to do that before. I'll be changing the oil soon enough. The engine will be really clean soon!
