if i were going to upgrade anything on the car, it would be the brakes, based on the way you drive. i can't imagine it's easy to bring that whale to a stop from 112mph.

Nick, you need some Corvette salad shooters on that bad boy. Not sure if the bolt pattern matches up, though.
Also, what's that badge on the front grille?

I like the salad shooters, but what I'd really like is 18 x 8.5" Rotiform VCEs to replace the 16 x 7s it comes with. VCEs look like an exaggerated version of the stock wheels, which look great but are very inset from the edges of the fenders. I'd need spacers about a foot wide to get the stock wheels to sit even remotely flush. 
Disregard this particular fitment, but this is the wheel I'm talking about. I'd want more sidewall, and not as much flushness. I think this wheel design would look good on my car, but polished instead of satin, and with a more conservative fitment:
Too bad VCEs are only available forged at this point, and I'm not about to drop thousands on rimzz's for this old bucket.
The badge on the front grille commemorates this DeVille's induction into the Under 18 MPG Highway Club. Actually, it's just an extra Cadillac badge, probably made to look like a Masons or Elks Club badge the elderly used to put on the grilles of their cars. I seem to remember reading somewhere that Cadillac sent those bonus badges as a "thank you" to original buyers, sort of like how Saab sent me a random Saab fleece blanket a few weeks after I bought my Saabaru, only classier.

This is a good point, but back in 1997, there was probably a high probability the rears are drums, though, so the upgrade might be more $$.
I worked on Chassis processing for the 2000 DTS, but don't know much about the previous generation, since I was working for a company making plastic trim parts instead of whole cars back then. The later systems were 4-wheel disc, and were somewhat interchangeable with the STS, which had bigger rotors and probably has more aftermarket parts now.
As for the MPG, that seems a little low, but it depends a lot on how much you sit in traffic, too, I guess. Pure highway cruising should be up into the mid 20s, I would think.
Oh, and since I haven't done this in a while, here's a vid of that local FSP Grape Neon tearin' em up this past weekend. 275s on a Neon are unique, as is the pucker-power slide at about 0:33 of his run.

It sucks on gas, but the comfort and serenity are so worth it.
It'd probably help if I didn't have to toe into the throttle so often to pass slow moving jamokes on the right. Every time I touch the gas instant mpg goes into the single digits. 4,000 pounds create a lot of inertia to overcome. It'd also help if I stayed closer to the speed limit, but I go 90+ for much of my morning commute.
It's horrid on gas whenever there's mixed city/ highway driving, even when I baby it. That whole "energy required to change the speed of 4,000 pounds"- thing again. On one long trip with all highway driving I was able to average over 23 mpg on a tank.
