I have a power steering squeal when wheel turned to full lock left and right when cold. Hasn't been an issue when hot. Low on fluid, loose belt, any other ideas???

You never want to keep you power steering at full lock. You could check for low fluid, but just don't do it.

Will check fluid level and I understand full lock is bad on the power steering as well as the awd diff's, but when making a u-turn or parallel parking the wheel will go to the full lock position. Kind of hard not to

Maybe hard not to bump into full luck, but then come back slightly once you do. There is something natural in the system that will make that noise.

I guess something is broken with mine because mine makes no noise.
OP, change your belt if the tension is set appropriately.. If not, set the tension.

You power steering doesn't make any sound when held at full lock?

Yeah, if the bypass valve isn't working then its sending full pressure to the rack at full lock with nowhere to go = blown rack.

Power steering fluid is filled to the brim, looks like I need to remove the fluid to the appropriate level

Tell us all that you RTFM (or the P/S filler cap) and put Dexron III ATF in there.

I haven't done any work on it since I bought so I would guess either the saab mech did it yrs ago or the subaru independent mech did it. Most likely I've been driving around for yrs like this which added additional wear on ps rack.
That's why I normally why I do all work on my cars myself.
