An administrator cannot just blindly transfer an account to someone who claims to own it.  If he doesn't have access to the e-mail address he used to create it with, he can simply create a new account.

And you believe the guy who can't figure out how to get into his own account?

The function works as designed.  He just doesn't remember the right e-mail address that he signed up with.

What do I know... he have joined with a new account now, let's hope he remembers his password and email address this time then.

You're either checking the wrong e-mail address, or it's in your spam folder.  If you look at the picture I posted above, it worked a week ago.
